Comics for a dollar (or thereabouts)

I believe the best place to sell comics as impulse-buy items would be at a "Dollar store."
Marvel or DC could just pick a three- to four-issue story arc from days past, combine them all together, add some "Marvel Universe" style pages in the back to explain the characters, print a million* of them and ship'em off to the dollar stores.
Make it black and white if it needs to be cheaper. Manga sells just fine that way.
A caveat: Don't sell it as a periodical (which gives it an expiration date). Sell it as a story book.
I guess the real issue is cash flow. Could they print a million* comics and still pay their staff next week?

* A "million" as in enough comics where your price point is lowered to a dollar and you're still able to pay the printing costs, royalties and editorial costs.
