Cyclone vs. the Peregrine

Marvel's Cyclone was supervillain from and based in France — yet he was killed by the Scourge in Medina County, Ohio, at "The Bar With No Name."
Why would a French supervillain even operate in the U.S.?
The only one who could stop him in France would be the Peregrine!
